Expand Funding for Public Colleges that Serve Disadvantaged Students


Establish a funding pool in the form of a competitive grant program to encourage public 2- and 4-year colleges to develop disadvantaged students that are well prepared for and matched to labor market demand in key sectors, as defined through partnership with the area business community, by providing more resources based on academic and employment outcomes for 2- and 4-year colleges to: Expand high-quality CTE programs; Offer career guidance, especially guidance based on local or state labor market data; Expand instructional capacity in high-demand areas, based on labor market data; Integrate development or remedial education with occupational training; Provide better student supports and services (e.g., child care, better counseling or academic “coaching” and reforms in developmental education)
